Damien Hirst the most powerful person in art? Why?

According to ArtReview magazine, 2005 'Power 100 list', Hirst IS the most powerful artist in the world.

Hirst's power, such as it is, appears to mainly lie in reputation and PR which seems impermeable to criticism.
